<h3>3 [Dividend Policy]</h3>

　Our institution is subject to dividend restrictions under Article 47 of the Public Corporation Law and does not pay dividends.


　The calculation of surplus amounts at our institution applies Article 446 of the Companies Act to each business account maintained under separate accounting (Article 42, Paragraph 1 of the Public Corporation Law).


　At the settlement of accounts for each fiscal year, our institution handles surplus amounts in each business account as follows:


① When surplus exceeds zero, we must accumulate reserves calculated according to standards prescribed by Cabinet Order until reaching the amount specified by Cabinet Order. Any remaining surplus must be paid to the national treasury within three months after the end of the fiscal year (Article 47, Paragraph 1 of the Public Corporation Law).


② When surplus falls below zero, we must draw down reserves until the surplus amount reaches zero (Article 47, Paragraph 2 of the Public Corporation Law).


　Surplus disposition at our institution may only be handled through the methods described in ① or ② above, or through transfers to the Management Improvement Fund Special Reserve (Article 47, Paragraph 6 of the Public Corporation Law), and no other methods of disposition or dividend payment are permitted (Article 47, Paragraph 7 of the Public Corporation Law).


　We implemented a national treasury payment of 2,857 million yen in the Agriculture, Forestry and Fisheries Business Account on June 24, 2025, and plan to implement a national treasury payment of 46 million yen in the Small and Medium Enterprise Securitization Support Purchase Business Account on June 27, 2025.

Under Article 47 of the Development Bank of Japan Law, dividend payments are restricted, and no dividends are currently being paid. After surplus funds from each business account are allocated to reserves, any remaining amount must be paid to the national treasury. Dividend payments through any method other than those prescribed by law are prohibited.
